It was composed of prominent citizens and initially possessed an <\/span><b class=\"ng-star-inserted\" data-start-index=\"476\">oligarchic structure<\/b><span class=\"ng-star-inserted\" data-start-index=\"496\">, consisting primarily of wealthy landowners<\/span><span class=\"ng-star-inserted\" data-start-index=\"540\">. Following the <\/span><b class=\"italic ng-star-inserted\" data-start-index=\"556\">synoikismos<\/b><span class=\"ng-star-inserted\" data-start-index=\"567\"> (unification) of Elis in <\/span><b class=\"ng-star-inserted\" data-start-index=\"593\">471 BC<\/b><span class=\"ng-star-inserted\" data-start-index=\"599\">, the Council adopted more <\/span><b class=\"ng-star-inserted\" data-start-index=\"626\">democratic characteristics<\/b><span class=\"ng-star-inserted\" data-start-index=\"652\">, similar to those of Athens, while remaining the principal administrative and consultative body<\/span><span class=\"ng-star-inserted\" data-start-index=\"748\">. While the exact number of members is not recorded for all periods, the discovery of a bronze ballot marked with the number <\/span><b class=\"ng-star-inserted\" data-start-index=\"873\">175<\/b><span class=\"ng-star-inserted\" data-start-index=\"876\"> suggests the possible size of the body during the Roman era.<\/span><\/p><h2 class=\"paragraph is-rich-chat-ui heading3 ng-star-inserted\" role=\"heading\" data-start-index=\"937\" aria-level=\"3\"><b class=\"ng-star-inserted\" data-start-index=\"937\">Seat: The Bouleuterion<\/b><\/h2><p><span class=\"ng-star-inserted\" data-start-index=\"959\">The seat of the Council was the <\/span><b class=\"ng-star-inserted\" data-start-index=\"991\">Bouleuterion<\/b><span class=\"ng-star-inserted\" data-start-index=\"1003\">, located south of the Temple of Zeus, outside the sacred enclosure of the Altis<\/span><span class=\"ng-star-inserted\" data-start-index=\"1083\">. This complex served as an <\/span><b class=\"ng-star-inserted\" data-start-index=\"1111\">archive<\/b><span class=\"ng-star-inserted\" data-start-index=\"1118\">, housing official documents such as Elean laws, international treaties, proxeny decrees, and lists of Olympic victors<\/span><span class=\"ng-star-inserted\" data-start-index=\"1236\">. In this space stood the statue of <\/span><b class=\"ng-star-inserted\" data-start-index=\"1272\">Zeus Horkios<\/b><span class=\"ng-star-inserted\" data-start-index=\"1284\"> (Zeus of the Oath), before which athletes, their relatives, and trainers took a sacred oath to compete honorably and follow the rules<\/span>.<\/p><h2 class=\"paragraph is-rich-chat-ui heading3 ng-star-inserted\" role=\"heading\" data-start-index=\"1419\" aria-level=\"3\"><b class=\"ng-star-inserted\" data-start-index=\"1419\">Responsibilities and Organization of the Games<\/b><\/h2><div class=\"paragraph is-rich-chat-ui normal ng-star-inserted\" data-start-index=\"1465\"><span class=\"ng-star-inserted\" data-start-index=\"1465\">The Council held exclusive responsibility for the general organization and supervision of the Panhellenic festival<\/span><span class=\"ng-star-inserted\" data-start-index=\"1579\">.<\/span><\/div><ul class=\"ng-star-inserted\"><li class=\"paragraph list-item is-rich-chat-ui normal ng-star-inserted\" data-start-index=\"1580\"><b class=\"ng-star-inserted\" data-start-index=\"1580\">Election of Hellanodikai:<\/b><span class=\"ng-star-inserted\" data-start-index=\"1605\"> The Council elected the <\/span><b class=\"ng-star-inserted\" data-start-index=\"1630\">Hellanodikai<\/b><span class=\"ng-star-inserted\" data-start-index=\"1642\"> (Judges of the Greeks), whose number fluctuated between 2 and 12 depending on the administrative divisions of the Elean tribes<\/span><span class=\"ng-star-inserted\" data-start-index=\"1769\">. These judges underwent ten months of training prior to the games, instructed by the <\/span><i class=\"ng-star-inserted\" data-start-index=\"1855\">nomophylakes<\/i><span class=\"ng-star-inserted\" data-start-index=\"1867\"> (guardians of the law) of Elis<\/span><span class=\"ng-star-inserted\" data-start-index=\"1898\">.<\/span><\/li><li class=\"paragraph list-item is-rich-chat-ui normal ng-star-inserted\" data-start-index=\"1899\"><b class=\"ng-star-inserted\" data-start-index=\"1899\">Enforcement of the Sacred Truce:<\/b><span class=\"ng-star-inserted\" data-start-index=\"1931\"> The Council was the sole authority for the enforcement of the <\/span><b class=\"ng-star-inserted\" data-start-index=\"1994\">Olympic Truce<\/b><span class=\"ng-star-inserted\" data-start-index=\"2007\"> (<\/span><i class=\"ng-star-inserted\" data-start-index=\"2009\">Ekecheiria)<\/i><span class=\"ng-star-inserted\" data-start-index=\"2020\">. It had the power to impose heavy financial penalties on city-states that violated the truce, as occurred in <\/span><b class=\"ng-star-inserted\" data-start-index=\"2130\">420 BC with Sparta<\/b><span class=\"ng-star-inserted\" data-start-index=\"2148\">, which was fined and excluded from the sacrifice and competitions for invading Lepreon.<\/span><\/li><\/ul><h2 class=\"paragraph is-rich-chat-ui heading3 ng-star-inserted\" role=\"heading\" data-start-index=\"2236\" aria-level=\"3\"><b class=\"ng-star-inserted\" data-start-index=\"2236\">Judicial Power and Penalties<\/b><\/h2><div role=\"heading\" data-start-index=\"2236\" aria-level=\"3\"><span class=\"ng-star-inserted\" data-start-index=\"2264\">The Council functioned as an <\/span><b class=\"ng-star-inserted\" data-start-index=\"2293\">appellate body<\/b><span class=\"ng-star-inserted\" data-start-index=\"2307\"> for the decisions made by the Hellanodikai<\/span><span class=\"ng-star-inserted\" data-start-index=\"2350\">.<\/span><\/div><div role=\"heading\" data-start-index=\"2236\" aria-level=\"3\"><ul class=\"ng-star-inserted\"><li class=\"paragraph list-item is-rich-chat-ui normal ng-star-inserted\" data-start-index=\"2351\"><span class=\"ng-star-inserted\" data-start-index=\"2351\">If an athlete believed they were unfairly judged, they could appeal to the Council. The Council had the authority to <\/span><b class=\"ng-star-inserted\" data-start-index=\"2468\">fine the judges<\/b><span class=\"ng-star-inserted\" data-start-index=\"2483\"> if an error was proven, though the official declaration of the victor typically remained irrevocable<\/span><span class=\"ng-star-inserted\" data-start-index=\"2584\">.<\/span><\/li><li class=\"paragraph list-item is-rich-chat-ui normal ng-star-inserted\" data-start-index=\"2585\"><span class=\"ng-star-inserted\" data-start-index=\"2585\">It imposed <\/span><b class=\"ng-star-inserted\" data-start-index=\"2596\">fines for bribery or fraud<\/b><span class=\"ng-star-inserted\" data-start-index=\"2622\">. The revenue from these fines was used to commission the <\/span><b class=\"ng-star-inserted\" data-start-index=\"2680\">Zanes<\/b><span class=\"ng-star-inserted\" data-start-index=\"2685\">, bronze statues of Zeus erected at the entrance to the Stadium to serve as a public warning against cheating<\/span><span class=\"ng-star-inserted\" data-start-index=\"2794\">.<\/span><\/li><li class=\"paragraph list-item is-rich-chat-ui normal ng-star-inserted\" data-start-index=\"2795\"><span class=\"ng-star-inserted\" data-start-index=\"2795\">It possessed the right to declare a city <\/span><b class=\"ng-star-inserted\" data-start-index=\"2836\">&#8220;excluded&#8221;<\/b><span class=\"ng-star-inserted\" data-start-index=\"2846\"> from the festival or to ban athletes from regions that failed to respect sacred laws.<\/span><\/li><\/ul><h2 class=\"paragraph is-rich-chat-ui heading3 ng-star-inserted\" role=\"heading\" data-start-index=\"2932\" aria-level=\"3\"><b class=\"ng-star-inserted\" data-start-index=\"2932\">Religious and Political Oversight<\/b><\/h2><p><span class=\"ng-star-inserted\" data-start-index=\"2965\">he Council supervised all religious ceremonies and, often in conjunction with the <\/span><b class=\"ng-star-inserted\" data-start-index=\"3048\">&#8220;Demos of the Eleans,&#8221;<\/b><span class=\"ng-star-inserted\" data-start-index=\"3070\"> authorized the erection of honorary statues for benefactors or Olympic victors<\/span><span class=\"ng-star-inserted\" data-start-index=\"3149\">.
